Measuring Participation

One of the challenges to online efforts  – and really of public engagement efforts more generally – is getting a good sense of who is participating.  Alissa Black discusses this challenge and some possible ways of addressing it on the Code for America blog:

But how does the local government measure their participation, is it simply number of users? That can’t be the complete picture because their impact isn’t captured in that measurement.
